PROCONSULT ADVOCATES & LEGAL CONSULTANTS was established in Dubai in 2007 and undertakes criminal work from investigation through trial, appeal and cassation. The practice covers drug offences, cybercrime, financial and economic crime, fraud, breach of trust, bounced cheque complaints, detention, bail and travel bans. Federal Decree-Law 38 of 2022 has governed criminal procedure since 1 March 2023, including plea bargaining under Articles 360-382.

Mr Tony Maalouli is the Managing Director and has over 30 years of experience in the legal field. The practice he directs works under a Penal Code in force since 2 January 2022 and a Criminal Procedure Law in force since 1 March 2023. The latter provides for plea bargaining under Articles 360-382 and regulates remote communication technology in proceedings and evidence under Articles 414-426.

The firm is licensed in Dubai for both Legal Consultants and Lawyers & Advocates activities. At firm level, PROCONSULT ADVOCATES & LEGAL CONSULTANTS is licensed to appear and represents clients before all courts in the UAE. Federal Decree-Law 34 of 2022 distinguishes advocates with rights of audience from legal consultants without them; it has regulated the two professions since 2 January 2023.

PROCONSULT ADVOCATES & LEGAL CONSULTANTS is the exclusive Dubai and UAE member of the International Law Firms Association, with roughly 70 branches in about 50 countries. For foreign clients, this reach is relevant when family members, documents or other evidence are abroad and require cross-border coordination. The Dubai team works in English, Arabic and French. During an investigation, Article 99 also permits the Public Prosecution to impose a travel ban and seize a passport.
